There are respawning enemies but it seems like most of them only respawn in each area once, or at least every few levels or something.
So it still leaves things pretty empty after runs back through an area. As someone who finished the game yesterday, and currently cleaning up and trying to minmax my build, I see a few new enemies here and there.
They might not respawn any more after that, I am not sure. However, flavor to the endgame is probably what this game needs most, if anything. Enemies do respawn but in far less areas and numbers.

Turns out the "Talking to animals" crash is common amongst all kinds of mods and the cause is due to files from the Main Game not working properly.
To top it off, a recent patch in the Larian editor absolutely broke camera movement and makes it a complete hell to work in. I updated the description with Known Issues and can only say: President of Fedex Yes, they do give exp.
